- <p> Of all his campaign promises, President-elect Bill Clinton
- won't mind this one coming home to roost: having JUDY COLLINS
- sing at his Inaugural. Although the formal invitation is not
- yet in hand, the excited singer is already warming up her
- bell-like tones in preparation for the event. On her song list:
- Chelsea Morning, Both Sides Now and The Blizzard, about making
- it through hard times. Collins, who says she hasn't been this
- psyched since the Kennedy Administration, believes that she's
- the perfect act for the Inaugural. Who else should be on the
- bill? "Elvis would be nice," she suggests, "but you can't have
- everything."
